Tomball Parkway is where growth meets reality — one of Houston's busiest corridors, carrying the daily rhythm of commuters, commerce, and constant expansion to the northwest. The Tomball Parkway Phase II & SH 249 Frontage Road Improvements project, developed for the Harris County Toll Road Authority, was undertaken to enhance mobility and accommodate increasing traffic demand along one of northwest Houston's key transportation corridors. As growth accelerated in Harris and Montgomery Counties, the existing roadway infrastructure required expansion and modernization to support higher traffic volumes and improve connectivity between residential communities, commercial developments, and regional highways.
The project included the extension and improvement of Tomball Parkway, along with major upgrades to the frontage roads to provide safer and more efficient access for local traffic. Key elements involved roadway widening, pavement reconstruction, drainage enhancements, and coordination with utilities to support long-term corridor performance. These improvements were designed to separate through traffic from local access, reduce congestion, and improve overall traffic operations.
Full-spectrum CMT & inspection across every work zone
Comprehensive Construction Materials Testing (CMT) and inspection services were provided throughout this large-scale effort, which included rigorous testing and inspection across all major construction elements — earthwork, paving materials, drainage systems, and structural components — ensuring full compliance with TxDOT and local standards.
Associated Testing Laboratories maintained a dedicated team of certified technicians on this project, performing daily testing operations to verify compliance with HCTRA and TxDOT performance specifications. The phased construction approach on this toll road project required ATL to manage testing operations across multiple active work zones simultaneously, ensuring continuous coverage at all critical operations.
The Tomball Parkway Phase II project demonstrates ATL's capacity to deliver high-volume, full-spectrum materials testing services with the field capacity to keep pace with large-scale, multi-trade major transportation infrastructure projects for HCTRA and TxDOT.
