As Houston continues to grow, so does the demand on the infrastructure that protects its public health and environment. The proposed 84-inch large diameter sanitary sewer line — spanning the Kelly Street to Lockwood Drive corridor and extending through Tidwell Road to Dodson Street — represents a forward-looking investment in one of the city's historically industrial and rapidly transitioning areas, where aging systems and new development now intersect. These corridors have long served as a backbone for freight, rail, and utility networks supporting Houston's economic engine, and over time legacy sewer infrastructure has struggled to keep pace with increased capacity demands and stricter environmental standards.

The CRMP Packages 6 and 8 – Area 1 projects are part of the City of Houston's ongoing Capacity Remedial Measures Plan (CRMP), designed to improve and increase capacity for the City's sewer system. Their purpose is to introduce a major new transmission line capable of conveying significantly higher volumes, reducing system strain, and supporting future growth to accommodate projected flow increases from the surrounding service area. The 84-inch transmission line is being installed below some of Houston's most complex urban and industrial corridors using tunneling construction methods, along with proposed shaft locations that facilitate installation beneath major intersections and utility corridors without significant disruption to surface traffic or structures.

Integrated geotechnical & environmental investigation for trenchless tunneling

This major trunkline sewer project required an extensive geotechnical exploration program and a detailed environmental investigation to evaluate subsurface conditions — with continuous soil sampling and groundwater monitoring, environmental considerations, and an assessment of constructability risks for trenchless tunneling operations.
